Finding the OpenVMS Patch/ECO FTP Server?

The Question is:

 
I have searched through your FAQ's and no where on your FAQ site do I find the
 URL for HP's Public Patch Site.
 
I am not referring to the HP patch database which requires a login ID and
 password.
Rather, I am referring to the "completely free" "no ID or password required"
 "help yourself whoever you are" public patch site.
 
If you could provide the URL for that I'd appreciate it.
 
Yes, I did search through HP's web site and it is a mess.

  You can find the FTP website via:
 
  www.hp.com/go/openvms/faq
 
  open the text-format FAQ.
 
  search for the string patch.
 
  You will find the information you seek listed in the core URLs
  list, as well as in the FAQ section on acquiring patches.
 
  You will also find the FTP link has been added to the OpenVMS
