Debugging DCL Batch Job?

The Question is:

 
Hi,
 
I'm not sure of the version of OpenVMS.
 
The error I am getting from the client's system is from a batch trying to run a
 BACKUP.
 
What does
 
%NONAME-F-NOMSG, Message number 00756D84
 
mean?

The Answer is :

 
  Please review the available OpenVMS documentation on BACKUP,
  and particularly the information on expected process quota
  settings.  You must ensure that the process running BACKUP
  has its quotas set to the recommended value, or to larger
  values while maintaining the ratios between the quotas.
 
  The error message itself is not from BACKUP, based on the
  facility code; the translation does not appear to be
  immediately available.
 
  For basic debugging strategies, please see topics including
  (7552) and (4129).  In this case, please also consider using
  DCL procedure verification; f$verify or SET VERIFY.
 
  OpenVMS documentation is available, and you and your client
  will want to avail yourselves of HP Services and of services
