Determining Cluster Membership?

The Question is:

 
 
I know that SYI$_CLUSTER_MEMBER can verify membership status of specified node
 in cluster. But I'm looking for a system function that can verify a specified
 node is in the same cluster of the caller, even that node is not running.

The Answer is :

 
  There is no reliable means to perform this, as there is no reliable
  means to determine if a spoecified host is (occasionally) a member
  of the current cluster -- only current membership is available and
