RUN/DEBUG image, and RUN/NODEBUG?

The Question is:

 
When I try to run a program using the RUN/NODEBUG command, the program does not
 run, and I return to the $ prompt.
 
When I run the program using the RUN command (without the /NODEBUG qualifier)
 it runs.
 
Any ideas?  It works fine both ways in OpenVMS 7.3-1 and below.

The Answer is :

 
  This is a very interesting symptom.  Details on the execution of
  the program (does it actually exit?) and of the run-time environment
  will be of interest, of course.
 
  Please log a case directly with your local customer support centre,
  to allow for a proper diagnosis of this condition.
