In Half-Life 2, as in many other games, there are a ridiculous number of barrels lying around, and most are filled with highly flammable material of some sort. This is my explanation of why there are so many in the game. Even one of the game's creators said (jokingly) in an interview that they thought about having an explosive barrel factory in the game, to help explain the phenomenon.
