SUMMARY:Where do I put arp -s commands

I had some great ideas that were generated from the responses I got from the
list. My big mistake while trying to come up with a solution is forgetting
that the difference between level 2 and level3 is that in the latter the
network "stuff" has been started, something that Mr. Holzer reminded me.
Thus the answer is obvious. Create a script which gets started from an
/sbin/rc3.d/S##arp_s start link, after the other network processes have been
started (as Mr. Knut, too, suggested). Since the script would not be
starting a process, no kill link is required.
