problem with ext. CD-ROM and alpha

Hi OSF managers,
Need some help. I have an external CD-ROM drive which is recognized as rz5*
(a, b, c,d, e,f,g,h). When I try to do a newfs, I get an error message:

#newfs /dev/rz5c
/dev/rrz5c: I/O error

Does this mean that something wrong with the CDROM drive?
Here is the environment:
CDROM: RRD43 form dec
machine: alpha/axp 3000 300x
OSF/1 : ver 3.0

any help is highly appreciated;
