Problems getting LAT to work.

We have recently moved our GIS ARC/INFO operations from a VAX/VMS
platform to a DEC3000/300LX running OSF1 V2.0. I am trying to get all the
devices working properly, digitizing tables, plotters and printers. Our
site still will have VMS and we have 3 DecServers (2 300's and 1 200)
that have available ports.

What has been tried so far is to hook the Digitizing tables up to the
DecServer200 and LAT does not complain when the service is added, but
when you try to show the characteristics (using latcp -d -S) you are
returned with a message that says that there are no virtual circuits. I
grepped the manual pages but cannot find exactly what is meant, or how to
get the ethernet address of the decserver to appear. Any help would be
appreciated. Thanks
