Setting enhanced security disables logins...

Hello,
  I have a strange behaviour with OSF-3.01: The system has a local password
file (YP is enabled but /etc/passwd does not point to it yet). All is ok when I
am running at the base security level. However, after I set it to ENHANCED and
reboot I cannot login. All logins are refused as invalid. Any idea?
