Well, all I can say is "Uh Duh". Several kind people from DEC replied,
and one had the magic cookie: run the OSF/1 ECU before booting OSF/1!
The eisa config utility appears to have resolved the issues, and my
kernel rebuilt just fine using OSF/1 V3.0b.
