Can't rsh to remote machine

This may not be too sensible, but I'm trying to rsh as root from a workstation
running OSF/1 3.0 to a 2100 server with the same os version.

The 2100 has C2 security enabled. When I try I get the likes of:

%rsh machine date
machine:Error 0

I believe that I've got the .rhost file set up correctly.
Is this the C2 security at work? If so is there any way to enable rsh execution
for the time that I need the facility.
