Too many open files

Hello All --

I have an Alpha 3300 running OSF v2. I have about 700 users. A few
minutes ago, something bizarre happened:

Users trying to log on received the message:

login: no shell: Too many open files

There were only 10 users on the system at the time. I know I've seen a
reference to this problem before, but can remember what is to be done
about it.

Please Send Help!!!
