Control-O

A very small but anoying problem. I am unable to get my DECterm to
recognize control-O's (^O) whenever I telnet anywhere. I am able to use
^O on a locally, but it is getting stripped out whenever I telnet
somewhere else. I am able to use other control characters (^C, ^Z, ^E,
^N, etc), but not ^O.

Any ideas?
