root denied login on X console--C2 security

We've had a recurring problem with root being denied login on the X console.
The problem occurs when "/dev/:0" is created: this appears to clash
with C2's devassign and/or ttys files. I believe the file isn't supposed
to exist at all. Removing the file allowed root to login on console, again.

Our console got locked when it happened that root was logged in to the
X console when a dump completed. The dump process notifies all
operators that the dump is done and root is listed as an operator.
I gather that dump found "root on :0" from the utmp file and then
opened /dev/:0 for write AND CREATE. I take this to be a bug in dump,
but the C2 libraries should cover for this error.

I should think that several other Admins must have encountered this
problem--unless there are other extenuating circumstances. Has anyone
found a patch to address this problem?
