non-root doing backups?

I'm a non-sysadmin trying to cover sysadmin stuff. Thanks in advance
for any help. We're still accepting applications for a new system
manager OSF and OpenVMS. Let me know if you are interested.

Can I somehow give a non-root users enough privileges to do a full
backup of the system? I come from a VMS background, where you just
don't give the system password to every operator.

I currently shutdown to single user mode to do full dumps, but I'm
doing it all myself, because I don't readily see a way to delegate it
without widely distributing the root password.
