Alpha wouldn't shut down

Hello OSFfers --

I have an Alpha 3300 running OSFv2. I just brought it down for backups,
and something bizarre happened. I had issued the shutdown +3 command,
and it kinda just sat there for at least 5 minutes. The only message
that was displayed on the screen was the initial one stating that
shutdown was in 3 minutes. (I've noticed in the past that it would count
down the time -- 3 minutes, then 2 minutes, etc.)

I broke out of the sequence (ctrl c) looked at my processes, and saw that
I had 2 users with at least an hour of idle time. I had to kill their
processes then reissue the shutdown command in order to bring it down.

I haven't had to do this before. Is this normal is you have idle users?
I looked for an option for the shutdown command to get around this but
didn't see anything.

Any ideas?
