Slow response for telnet-users.

Hi,

Since some hours one of our Alpha 2100 servers (with OSF/1 3.0A)
gives strange response times. Users that are logged in through telnet
complain that the system shows slow responses every now and then.
The system load is very low so that cannot be the problem.

When i hold down a key the character starts appearing on the
screen, than stops for about 1, 2 or 3 seconds, then a whole bunch
of characters shows on the screen, and so on. The same behaviour
shows when "catting" a large file to the screen. The file scrolls over
the screen, than stops for a small amount of time, and continues
scrolling and so on.

I've looked in to this problem and saw that it only happens to
users that are connected through telnet. Users that are connected
by LAT have no problem and when i log into the console i see no problem.
So i expect the problem to be in the TCP part but have no idea where
to look any further. I tried several netstat options but so nothing
strange.
Perhaps someone can help ?
