CERN httpd fail...?

Hello all
        I am trying to run a CERN httpd for proxy server on OSF/1 3.0

        I had tried to get binary and also make by myself ,

        But There is a big problem...
        
        it is that most time , I start it by httpd -r httpd.conf ,

        when I use clinet(lynx or netscape) which set with proxy server ,

        then the httpd prcess fork and fork ..........fork....

        how can I do with this problem ?

        ps (I had also go to patch some from CERN's www , but still fail...)
