Some days ago I asked to following question to the list:

This was truly a frequently answered question. :-) I got 22 answers, most of
them pointing me directly to the correct solution and the other pointing to
other probable mistakes.
Selden E Ball Jr wrote, as many others did:
> OSF/1 V3.x ships with a 2 user license automatically installed.

This worked fine for me. I had to use the long syntax for the lmf delete,
since both licenses are OSF-USR licenses.
Some other problems you may discover with OSF/1 3.x:
- the OSF-BASE license must be loaded for the system to work
- the files update and update0 must be present in the root directory
for the system to work for reasons I do not know.

Anyone from DEC on the list? Win a prize for software ergonomics. Make DEC
choose some value near MAXINT instead of 0 for unlimited licenses or use
some other method in the lmf to let unlimited licenses override limited
licenses. This one was completely unnecessary...
