Changing the login prompts

Greetings folks,

We have an AXP 500 running DEC OSF 3.0. We'd like to change the
"login" banner to include some additional text, and we'd like this
message to appear for *all* login attempts, no matter the source.

Specifically, we'd like the standard login sequence to change from

     OSF/1 (xxx.xxx.xxx.xxx) (ttyp1)

     login:

to

     OSF/1 (xxx.xxx.xxx.xxx) (ttyp1)
     (Guests may log in as user "visitor")
 
     login:

And we'd like this message to appear for _all_ login attempts, whether
by telnet, rlogin, _or_ direct dialup.

What do we change and were do we change it? Is this even possible?

(Special note to Digital: If not, why not? And if it is, which document is
 this procedure described in?)
