The answer is quite simple :

There is a difference between the OSF-BASE license pak for the 3000 600
and for the 3000 900.

Also, the layered product licenses for the DEC 3000 Model 600 are
grouped in the "workgroup" class, but the layered product licenses for
the Model 900 are grouped as "departmental server" (along with the
3000/500, 3000/800, and AlphaServer 2000 and 2100.

Once you have a valid OSF-BASE license your OSF-USER licenses should
start to work again, but the layered products probably need additional
units to work on the new system.

If you just bought an upgrade, then whoever sold you the upgrade should
have also taken into account the layered products and seen to it that
you got the new license PAKs needed. If, on the other hand, you
converted some system you had on site, say from OpenVMS to Digital
UNIX, that would explain why you don't have the right licenses.
