the pfopen routine

hello,
Trying to install CAP 6.0, I found the man page to the pfopen routine
but not the routine itself--which is needed, apparently, for Native
Ethertalk (otherwise make libsmade fails).
So the question is: where can I find pfopen?
Auxiliary question: what else (besides PACKETFILTER) must be defined
in the kernel for Native Ethertalk to work? I have seen messages
to this list from people that have CAP working so I assume all this is
possible.
