increasing # of telnet sessions/killing dead processes

PROBLEM #1
----------
All of my users connect to my alpha via a Gandalf Starmaster. The user
establishes a connection with the starmaster, enters the name of the
service he/she wants, and the starmaster does a telnet to the system.
This is how all my users connect to all my systems.

Yesterday I was doing a hands-on training session on telent and ftp. One
of my users tried to log on to my alpha and received a message back from
telnetd that there were no more telnet sessions available. I had to
quickly kill some idle users to clear out a couple of ports before she
could log in. Is there a way to increase possible number of telnet sessions?

PROBLEM #2
----------

When I spot processes on my system that have been idle for a while I like
to kill them. In many instances I've used kill -9 pid to kill a process
and when I then do a ps -ef the process is still there and its state is
either <exiting> or <defunct>. I've also tried using kill -KILL pid to
get rid of these pesky processes. Does anyone know/have a way to get rid
of them?

Thanks for any and all suggestions.
Also, THANK GOODNESS for this list and all the knowledgable individuals
who are a part of it. I don't know how I would cope without it!!!!
