rcmd: socket: Permission denied error w/rsh, rlogin

I've got a really odd problem. Over the weekend, one of our
AlphaStations paniced (my vdump script went haywire, and tried to
re-make and re-mount a clone fileset that was still mounted from the
previous night's dumps. crash_data shows _panic_string: 0xfffffc000050f8d0 =
"kernel memory fault" , and the message msfs_mount: 'bmtr_put_rec
warning E_READ_ONLY (-1114)' is scattered around crash_data as well).

Anyway, rlogin and rsh (with no args) going out of the machine seems
to be broken. rsh host gives the error: 'rcmd: socket: Permission
denied' for any user, even root. rsh host command works fine for any
user. Doesn't seem to matter what host (localhost, a host on our
local subnet, or a host in a different domain all fail the same way).

Things I've checked/tried:

- rsh, rlogin into the host work OK.

- telnet, ftp, other network clients seem to work OK.

- times, sizes, access permissions, and checksums on /usr/ucb/rlogin & rsh
  are the same as those on a working host.

- ditto with /usr/shlib/libc.so

- ditto with /vmunix

- / and /usr are mounted (rw), & other suid stuff works

- no strange messages in /var/adm/syslog.dated/, with the possible
  exception of /var/adm/syslog.dated/03-Jul-11:23/syslog.log:
  Jul 3 11:23:17 bayes syslogd: restart
  Jul 3 11:24:16 bayes syslogd: /dev/console: I/O error

- /etc/services, /etc/inetd.conf, /etc/hosts, and /etc/svc.conf are
  all the same as on a working host.

- /dev appears the same (same devices, same major/minor numbers,
  different creation times, and different owners in the case of active
  ttys) as /dev on a working host.

- powercycling doesn't help, nor does booting the generic kernel

- changing the name doesn't help.

This is an AlphaStation 200 4/166, running 3.2A. (uname -a says:
OSF1 bayes.isds.duke.edu V3.2 17 alpha).

I'm probably overlooking something very obvious. Suggestions would be
welcomed..
