Can't run decterm/xterm on the console

Hi Folks,

I installed a software package on a system recently that required the / and
/usr file systems to be ufs type. Since they were advfs type, I had to back
up, recreate, and restore the contents. C2 security had been installed on
the system. After changing the filesystem's types, only root could open a
decterm or an xterm on the console (unable to open console, unable to
open pty were the messages), and nobody could su to root from anywhere.
I tried to reinstall the root partition from CD, I burnt incense, and
repeated "Ken Olsen repents" ten times, but nothing worked....
The system was a 200/350? running Digital Unix 3.2.
