uucpd troubles

Hello.

The responses to my previous query (regarding kernel dimensioning)
were very, very helpful. Thanks very much.

My difficulty today is with regard to the uucp daemon, uucpd.
For context, uname -a shows

        OSF1 remus.ultranet.com V2.1 250 alpha

I have setup an /etc/passwd entry:

Uualpha:something:4:2:Alpha Manufacturing UUCP:/var/spool/uucppublic:/usr/lib/uucp/uucico

I have a Permissions file entry:

LOGNAME=Uualpha SENDFILES=yes REQUEST=yes \
MACHINE=alphamfg REQUEST=yes READ=/var/spool/uucppublic WRITE=/var/spool/uucppublic

I have a Systems file entry:

alphamfg Any TCP,t - - in:--in: Uuultra word: something

I have an inetd.conf entry:

# Run as user "uucp" if you don't want uucpd's wtmp entries.
uucp stream tcp nowait root /usr/sbin/uucpd uucpd

Should all work. But it doesn't allow even a test login when I walk
into the uucp port (let alone a real uucp connection):

Script started on Fri Jul 14 08:15:20 1995
dwight_at_remus.ultranet.com(1) su % telnet localhost uucp
Trying 127.0.0.1...
Connected to localhost.
Escape character is '^]'.
login: Uualpha
Login incorrect.
Connection closed by foreign host.
dwight_at_remus.ultranet.com(2) su % exit

script done on Fri Jul 14 08:15:37 1995

The password prompt never even appeared, just an immediate "Login
incorrect."

Does anyone have any clues as to what I'm doing wrong? I've set this
up quite successfully on other systems (e.g. Irix and SunOS) with no
trouble.
