Root Filesystem

Hello All,

1. If a / (root) filesystem is full to over 111%, and it
   goes down to 60% after a reboot, what does that mean?

   I believe the actual capacity of the filesystem is really
   60%; however, I can't understand why or how something on
   the system fills up the filesystem up to 111%. Can someone
   point me to the right direction?

2. What other directories I should be concerned with if the
   / filesystem is full? I checked tmp to delete any big files,
   and other directories such as /dev, /etc, /sbin, etc.
   contain system configuration files, so nothing can be deleted there.
