Changing the home directory

Hello,
        I have a small problem on Digital UNIX v3.2A. I need to move some
of my users off of /usr onto /usr1. I have looked at CHSH and CHFN and
neither of these programs will allow me to change the home directory.
I even tried to change the /etc/passwd file for the home directory and
that didn't work. Does anybody have any ideas on how to do this.
