stuck ports

We are running Digital Unix 3.0 on our alphas. Oftentimes, we get
un-killable or defunct processes on the system as well as seemingly stuck
network ports as well.

This happens too frequently for rebooting to be a solution for the users. It
makes it hard to for them to run their programs when they have to change
'well known' port numbers everywhere to continue testing (User statement).

Is there any other way of clearing out these processes and freeing up the ports?
Does anyone know what may be causing them?
