1) As Daniel Clar pointed out, my URL was wrong, the good one
is http://www.service.digital.com/html/patch_public.html

Anyway, there is only little stuff here, and my query for 'notepad'
solely produced :

OK, I will try 'data' or 'bug' or 'feature' next time ... ;-)

2) "800" numbers are not reachable outside US.

3) There is effectively a patch for DXnotepad : it is a replacement
for libXm.so (Digital Unix 3.2), it solves a hang after save problem.
Chistophe Diarra kindly provided it to me within an uuencoded mail.
I can send it on demand, though I prefer you get it through DEC.

In short : it is still difficult to have hints about patches outside US
in spite of DEC's advertisements, wish they will improve that !
So : struggle with your bug, make a call and pray like before ...
