What is missing from my X installation?

I have just installed what I thought was the complete set of X development tools for an alphastation 200 4/166.

The first program i am trying to compile is freeWIAS-sf-1.0. The first error line is:

/usr/lib/cmplrs/cc/cfe: Error ./xstuff.h 21 Cannot open file X11/Xlib.h

This file exists at /usr/include/X11/Xlib.h

THere are several other messages about missing files that exist.

I have installed every subset that mentions X, I think.

OSFSER320,OSFX11320, OSFXIEDOC320, XR6*.

I did not put on OSFXOEM320, and CDA stuff or the 100 dpi fonts.
 
Do I have to do any futher configuration to get the compiler finding the headers it wants or is my installation unfinished/incomplete? Or should I be going into the make files (imake or whatever) and tweaking by hand?
