2100 server pwr supply woes

PLATFORM: 2100 alpha server (sable)
PROBLEM: machine won't to start, pwr supply fans inoperative

In the middle of booting the our 2100 today, the machine unexpectedly
powered itself off. I turned power off, waited ~5 min, and attempted
to reboot. There was a loud pop almost immediately which seemed
to come from the power supply.

Now the machine refuses to start. The AC OK lights on both power
supplies are on, but both fans do not spin. When I try to start the
machine by pressing the front panel power switch, it illuminates
briefly (~1 s) and the machine returns to a power-off state. Leaving
the machine off for ~1 h and retrying has had no effect.

I'm aware that the power supplies are designed to shut off when the
air flow is not maintained and suspect that this is at least part of
the problem.

Does anyone have an explanation for simultaneous power supply failure
or suggested remedies? For instance, are there user-accessible fuses
that I can check?
