Q: Changing password from crontab

Under OSF/1 v3.0 with C2 security is seems impossible to change
a password when you call /usr/bin/passwd from crontab.
I get the message:

Password not changed: cannot access your protected password entry.
                                                      

Background:
I use an adapted "adduser script" together with "expect" to add student
accounts every day. When i start the script from the command line
everything works fine but when i start if from crontab the script
fails at the point where the passwd program is called.

If anyone has an explanation, solution or workaround for this i would very
much like to hear it.
