Help - Modem problems with Gopher and Lynx (WARNING LONG)

Since installing Digital UNIX V3.2b we've been having problems with the
some modem connections. The problem is that in lynx and gopher the arrow
key (and I assume many other escape sequenecs) are not working. People
press the "down arrow" key and get ^[B instead of moving down a line. I
hope someone can shed some light on this for me or I'll have to spend
money to have Digital TRY to help me. The same connections still work
fine on our other OSF/1 V2.0 systems.

The connections with problems seem be only modem connections that come
through a Penril-Datability Terminal server on their way to the UNIX
system. Terminals connected directly to the terminal server are fine,
but modems (with CTS/RTS flow control) have the problem. Modems (with
XON/XOFF flow control) connected to a DECserver 200/MC are fine.

I did an 'stty -a' and it shows that the only difference between a
working connection and non working one is on V3.2b is:
      Works Doesn't Work
      ---------------- ------------
      speed 19200 baud speed 0 baud
      clocal -clocal

The only differences between the connection that does not work on V3.2b
and the same connection on V2.0 is:
      Desn't Work on V3.2b Works on V2.0
      -------------------- ----------------
      speed 0 baud speed 38400 baud


I'm no guru so any help would be appreciated!
