Can't Partition Seagate HD

I just installed the Seagate HD 4.0 G (Hawk II)
and I am trying to partition it to three partitions :
a:200M , h:2G g:2G
using disklabel .
the default partitions :

8 partitions:

  b: 262144 131072 unused 0 0 # (Cyl. 62*- 186*)

  e: 0 0 unused 0 0 # (Cyl. 0 - -1)
  f: 0 0 unused 0 0 # (Cyl. 0 - -1)
  g: 7993517 393216 unused 0 0 # (Cyl. 186*- 3976*)
  h: 0 0 unused 0 0 # (Cyl. 0 - -1)

I used the disklabel -r -e /dev/rrz2[abcdefg] to partition it , when it accepts
the new partitions, when mounting it says device busy !

I couldn't get it work .
any Suggestions, advises .
