Thanks to everyone who helped out with my problems, particularly Hugh 
Messenger and Veselin Terzic.
I had two basic problems, both of which are now resolved.
1.)  I needed to recompile my news server so that users could post 
messeges that contained more then 50% quoted text.  Because I was having 
trouble recompiling 1.4sec, I decided instead to just recompile nnrpd.  
To do this, I edited $inn/include/paths.h to reflect all the paths of my 
current distribution.  I then took the new nnrpd and copied it over my 
old in.nnrpd and bingo, it worked.
2.)  Messeges posted to my server were not being sent back to my 
provider.  This turned out to be a result of my inexperience with INN.  I 
used information I got from the mailing-list to create a new newsfeeds 
file, a nntpsend.ctl, and a /var/spool/news/out.going/xxx.xxx.xxx file.  
Once the proper settings were in place, messeges began transmitting properly.
Again thanks to all who responded.  I now have a much better grasp of how 
this package works.
