Dear all,
You are just great, I've received 23 answers so far!! They all give the 
same solution for registering the unlimited OSF license:
1) Normal way
# lmf delete osf-usr   ! this will delete the default 2 users pack
# lmf register - < osf-usr  ! assuming you are on the CD in the right 
                                directory (packs-unix or something like 
                                that)
# lmf load 0 osf-usr
# lmf reset
2) If you have loaded the unlimited license without deleting the default 
   you must delete the default because it takes precedence over the unlimited 
   pack. It is not necessary to delete and re-load the unlimited pack.
# lmf list full for osf-usr
        you'll see 2 entries. The default 2 users entry that you want to 
        delete is called OSF-BASE-IMPLICIT-USER
# lmf delete osf-usr DEC OSF-BASE-IMPLICIT-USER
# lmf reset
The last command now makes the unlimited license active.
Check with # lmf list
and you'll see
OSF-USR		active		unlimited
