About how to see what was happening, Morton suggested "top/syd are nice tools.
You could probably also use pm if that it is included in your SW-agreement with
Digital."

I received a number of anwers about how to fix the problem. And a good guide
from Don Ritchey about the size of the default number of users.
"...you may want to use the next power of two greater than your user load."

I was given the suggestion to increase the following in the kernel
configuration file:

maxuprc 512 or setting the max-proc-per-user attribute in the sysconfigtab.
MAXUSERS 256

I think I have changed the maxusers before and it was lost in an upgrade. :(
I have rebuild my kernel and I am waiting for a chance to reboot.
