Alphastation won't boot (panic: ialloc: dup alloc)

A user of an Alphastation 200/166 hit the power button and I can't get
the darn thing rebooted. This is the second time he's done it and it
rebooted just fine after the first time. Here's what's going on
during the boot:


Oct 29 20:35:45 update started
mode= 0100644, inum= 9282, pref= 9248 fs = /
panic (cpu 0): ialloc: dup alloc
suncing disks... 2 done
DUMP: ...


and then I get back to the console mode. Turning it off for 20
seconds didn't fix anything. What's this ialloc thing? Is there an
environment variable I need to unset? Any ideas?
