Printing Problem with lpr

I have an ALPHA running OSF v3.2a. We are having major problems with
the lpr suite of programs. Print jobs just pile up in the spool queue
without being printed.

We set up the printer which is attached to a serial tty port /dev/ttya15s
running through a DIGI board at 9600 baud. We used lprsetup to install the
printcap with an ln03r filter.

The command 'ps -ef |grep lpd' produces the following

root 1212 1 0.0 13:53:03 ?? 0:00.02 /usr/lbin/lpd
root 1210 1194 0.0 13:54:02 ttyp1 0:00.01 grep lpd

If I immediately type 'lpc restart all' I get the following

lp:
        no daemon to abort
lp:
        daemon started

An lpq command gives me a warning that there is no daemon present.

Can anyone tell me what is happening and how I can fix it?
