DECNIS not acting as a proxy load host...

Hi managers,
i have a problem with a DECnis 600.
I have a HDLC link between a DECnis and a WANrouter 150 and i'm trying to
configure the NIS600 as a MOP proxy load host to download the software
for the WANrouter.

The real load host is an alpha2100 running OSF3.2C and DNA320, connected
on the same lan (L601 card) with the DECnis.

When i boot the WANrouter, the DECnis receives a MOP request on its serial
link for the system software and forwards it correctly to the real load
host. The real load host then sends the file (vr1011.sys) to the DECnis
which download it to the wanrouter.
I can see also on the console of my alpha a "MOP load successfully" message
coming from the DECnis.

The problem is that when the wanrouter sends a MOP request for the management
image, the DECnis seems unable to send the file from the real load host.

I get always the message:
        Event: Load Request Failed
        reason: no resources
        program type: management
        file: omni:.it.cnr.ba.arba01::/usr/lib/mop/vr2_wrirma.bin

but if i try to copy the management file from any host running DECnet on my
lan, i have no problems. So i suppose the file is accessible via fal.

Also in daemon.log i can see the following message:

        fal[3509]: DIRECTORY access from arba::uic=[1062,20040]SYSTEM,
        user=guest, directory=/users/guest, filename=/usr/lib/mop/vr2_wrirma.bin

I have tried also to get the management file via TFTP but in that case i
get a "File Open Error" message.

I think that MOP is running correctly on my machine because i upload some
DS200 and DS300 terminal server correctly.
Also TFTP is working correctly because i use it to upload my DECnis.

The DECnis is running NIS309 sw.

Can anyone explain the meaning of "Reason = No Resources" message i usually get
on the console? The FAL application is running username guest, the file is
not protected (I'm able to download it from any DECnet machine around here..)


What should I do (apart changing my WANrouter150) ? Any ideas?
