telnetd security

I would like to know if there is a way to define the friendly
networks/hosts who are allowed to login via telnet or ftp.
Or, conversely, the networks/hosts who are NOT allowed to.
What I am asking is something like /etc/hosts.equiv but
whichever is not included, is not allowed to connect - period!
