Upgrading to C2 Enhanced Security

Hello Alpha/OSF Managers!

I just would like to inquire more about the Enhanced Security Setup for
the Digital Unix 3.2 versions.

Tips on how to install such will be appreciated much for am somewhat
hesitant to install it considering that users were not able to login when such
was enabled (was running version 2.0b then). Why was that so? Was this a
"bug (or is it a bug?)" perhaps that has been fixed in later versions?

Should it be installed or enabled before creating accounts or is it
alright if such would be enabled after creating accounts?

Does it greatly affect system perfomance and maintenance in relation to the
system, its administrators, and last but not the least, its users? Does
it really secure the system from unauthorized access (say, no more
password entry at the /etc/passwd file)... will it also entail more
hassle down to the users side in exchange for its features of security?

Suggestions and ideas (rule of the thumb perhaps) with regards to such
implementation would be highly appreciated.
