TACACS server for Digital Unix?

Background:
     We have a bunch of modems connected to a Penril Datability Networks
     CSX 7100 terminal server. We have a Alpha AXP 3000 600s running
     Digital Unix V3.2b that hosts almost all of our user accounts.

Goal:
     We'd like to allow users to have authenticated PPP access via the
     modems (and perhaps some hardwired connections as well) using the
     username and password from some type of login server. At this time
     we're thinking about putting a TACACS server on one of our hosts
     and having it authenticate PPP connections.

Needs:
     We are looking for a TACACS server that will run on Digital Unix
     V3.2b, but so far we have not had much luck in finding one so I
     hope someone can point me in the right direction. If anyone has a
     setup similar to this, I'd love to hear about it.

     We are not opposed to looking at a better solution the will
     (eventually) allow a "centralized" authentication scheme (and
     perhaps more) for VMS, UNIX, NT, etc.... If anyone has ideas,
     suggestions, or comments, please fell free to pass them along.
