wu-ftpd and C2

hello osf-managers,
I installed wu-ftpd 2.4 under Digital Unix 3.2c
with enhanced security.
I suppose that ftpd uses the /etc/passwd file because i can log in
with an old password (when i was in base security).
Is it consistent with C2-security ?
any idea ? Thanks in advance
