I was pleasantly surprised to get so many responses so quickly.
There is a patch (OSF350-034) that fixes my problem:

> PROBLEM: (Patch ID: OSF350-034) (HPXQ86C85,HPXQ87A4A,HPXQ85059)
> ********
> On any Digital UNIX V3.2C system with a PXG-family graphics card, the
> system panics during the initialization of the X server (which usually
> occurs at the end of system startup when xdm is started).

There were multiple notations that support for the PGX cards will
not be available in the future 4.x incarnations of DU.
