program with low priority

Hi Gurus,

We have a user who runs a program that occupies more than 50%
of our 256 Mb RAM memory. Even when it is running completely
alone the program gets no more then 10% of CPU time. I do not
believe it is a problem of swap space; swapon -s gives

Swap partition /dev/rz3b (default swap):
    Allocated space: 54613 pages (426MB)
    In-use space: 23817 pages ( 43%)
    Free space: 30796 pages ( 56%)

Swap partition /dev/rz9f:
    Allocated space: 111881 pages (874MB)
    In-use space: 23689 pages ( 21%)
    Free space: 88192 pages ( 78%)


Total swap allocation:
    Allocated space: 166494 pages (1300MB)
    Reserved space: 52138 pages ( 31%)
    In-use space: 47506 pages ( 28%)
    Available space: 114356 pages ( 68%)

or we've got plenty of space in this 256 Mb machine.

Any clues on how to improve this performance? We have
already tried renice to negative values but this
did not change anything.
