PING says "is alive", TELNET says "Connection timed out"

Hi,

I have problems connecting to a particular host via TELNET. The host I want
to connect is in Spain and I am doing these from Mexico. I have been trying
to solve the problem increasing the value of TTL with no success.

When I use PING to the host I want to connect I get the following:

64 bytes from 147.83.21.2: icmp_seq=1 ttl=225 time=1823 ms

ttl instead of 255, which is the initial value, shows a value of 225, so PING
has to jump over 30 routers (aprox) in order to reach the host.

I checked the initial value for tcp_ttl and udp_ttl and they where 60 and 30.
Using dbg I patch vmunix in order to increase these values, now they show
128 each. I restart the network and even reboot the system to be sure the
new values are now in use, but I still get "Connection time out" from
TELNET.

I have being doing these not only from one host, I have tried from other
hosts in my network running OSF/1, Solaris, VMS/UCX, PCs with TCP/IP and I
always get time outs.

Now, if I connect to my CISCO and I TELNET the host that is giving me the time
outs, I have no problems to connect to it.

Any clues ? Is there something I can do ?
