A few days ago I asked:

Thanks to the following for their replies:
Kurt Carlson (SXKAC_at_orca.alaska.edu)
Paul E. Rockwell (rockwell_at_rch.dec.com)
J. Henry Priebe Jr. (root_at_net.bluemoon.net)

I believe DU 4.0 is slated to include some non-X utilities.
The C2 files under /tcb/files/auth/?/userid are edit-able
(manually, via scripts, or via programs).
We've written some C programs to report on, modify, and create (also
updating /etc/passwd, etc.) these files. If you think you might
need them prior to delivery of DU 4.0 I can check to see if we can
send them out. Kurt Carlson, U of Alaska

No, you're not missing something. A command line equivalent to XIsso doesn't
exist in versions of Digital UNIX through 3.2D. Yes, this is a problem,
and it is being addressed in Digital UNIX V4.

I have been told by the people working on the 4.0 version tha it will be
much enhanced and also took the time to ask them for the addition of some
text based tools to manipulate C2 user accounts in the next version.
In addition, Kurt explained what occurs when a user gets locked out and how
to unlock it without an X tool:
When a user gets locked out, a new field (:u_numunsuclog#15) appears in
their password file:
sxkac_at_glacier> sudo cat /tcb/files/auth/s/snkac
snkac:u_name=snkac:u_id#7167:u_oldcrypt#0:\
:u_pwd=ygr1C7wKOm5zk:\
:u_succhg#822037015:u_unsucchg#822037000:u_restrict:\
:u_suclog#822365009:u_suctty=ttyp7:u_unsuclog#822365152:u_unsuctty=ttyp7:\
:u_numunsuclog#15:u_lock_at_:chkent:
Anything which corrects (ie removes) this field will unlock the user... you
can try it
manually simply by editing the file (under root, of course).
This isn't documented at all (i.e., subject to change)... but it does
work under 3.2->3.2c at the least.
Thanks to these people for helping and I look forward to DU 4.0 to resolve
this problem.
Cheers,
