EB164s and Digital Unix

According to the release notes for DU 3.2D, the EB164 SBC is now a supported
platform for running Digital Unix.

We wish to buy some EB164s, primarily as a target platform for operating
systems research, but we would like to be able to run Unix on them as well
(amongst other things, to help resolve any suspicions about dodgy hardware).

As I understand it, to do this we would need to buy:

a) a licence
b) some console subsystem stuff

The company who is integrating the EB164 motherboard into an enclosure for us
has been trying to source these items from Digital. Digital acknowledge that
they exist, but refuse to disclose the order number for them, allegedly
"because it would enable them to build a product which would compete with an
Alpha workstation". (Anybody who feels moved to comment on the legalities of
this should note that the law of England and Wales is what is relevant).

Thus we seem to be in the ludicrous position that something is supported but
unobtainable.

Does anybody on this list have any experience in this area and understand how
one actually gets a (legal) DU system onto an EB164?
